Clearly, strategic projects for the information system of an enterprise are found where top-down approaches cross with projects to create information systems infrastructure. 4.2. IT infrastructure projects At the beginning of the 1980s, the information systems in French banks were entirely structured around accounting. At that time therefore, the implementation of a new accounting plan had an extremely significant impact, requiring costly adaptations to the existing applications. This led IT managers to think hard about the organization of their information systems and their capacity to adapt to changes.
